Yes you can, and although a part of me wants to say RTFM this is how it's done:

Copy your WAV to the phone.
On your phone, go to control panel and select the general tab.
Select ringtune manager, and then click install.
Select you wav from the list, and click the select button.

There you have it, the wav is now a ringtone.
