Is getting symbiansigned compulsary for porting application

Hi,
i'm research scholor just entered into my research that is Distributed speech recognition in cellular networks. i'm going to use Symbian based mobile devices NOKIA 9500/ 7710 for implementing my application. Is getting symbiansigned compulsary for porting my application into mobile device? can you please suggest me some mobiles to buy, which doesn't require symbiansigned to run applications and good support available on web for developing applications. Yes, it will change for sure. You will be much more encouraged to have your app signed than before, otherwise couple of feature of your program won't work nicely or at all.

By signing apps, the app will gain additional capabilities (privileges/rights to call certain APIs) on Symbian OS 9 (also, Symbian OS 9 will not allow signed apps that have been tampered with to execute, and signed apps can also be traced back to the original developer).
