Installation of series 60 sdk fails

Hi,
I am getting the Installshield error message 1608 Unable to create Install Driver Instance, return code 2..
What can be the reason for that?  I have win2k sp4.

Sdk version is 2.1 (116MB) as below. Setup.exe is located on D-drive!
