dumpbin - has anyone come across this?

I am trying to build the helloworld application using borland IDE and the UIQ2.1 SDK for Symbian OS v7.0.

I get this error:
dumpbin not recognized as an internal external command.
Also,
Helloworld.app is not found.

Now- who is this dumpbin - where do i find it? what does it do? why this error?

Has anyone faced this error?

HELP PLEASE - I have spent a week building just this first application!
Frustrating!!

Ok - I think that throws some light on what i should be doing- I am not sure if that will help solve my problem...

Did you note something? In the link you gave... the discussion is on building from command line .. now I am just trying to build from command line - Let me see if my 'dumpbin' guy throws up an error there too...
