I'm afraid it is not something you can do on your own. Nokia would have to create the Persian-Farsi language version.
If you're lucky, such a thing already exists, and you can just have a Nokia service center put it on the phone (by way of a procedure called flashing).
In the second best case it may be a simple localization issue (I don't know, as I don't know Persian-Farsi) and then creating a new firmware variant that a Nokia service center can put on the phone. However, the difficulty is, if it hasn't already been done, convince Nokia to do it for this phone model.
In the worst case, it may require changes to the underlying Series 60 Platform and/or Symbian OS before supporting a new language is possible (and then do the previous step).
