Does there exist any set of API's for playing mp3 files.Or do we need to have an external decoder library for mp3. Can anyone tell me if there is any better compression rate format for audio files that can be played on fones based on series 60 or UIQ.

amr
mp3 need a decoder,you can use amr codec,it's more effect than mp3 on mobile.

I am starting an application that will play speachs, so i need good quality voice within the smallest size.
I wanted to know what's my best file format choice??
AMR, Ogg.

also could u plz clarify more how can i play amr files, and whether it is possible to advance(seeking and going backward and forward) to a certain position??

AMR, Ogg.
AMR. It is small and can be played by phone.

It is not guaranted for any FW for all Symbian smartphones, but it can be done by CMdaAudioPlayerUtility.
