Quite possible, but if totally silent installs were allowed by the system, viruses, worms and such could be installed undetected. Safer for all, without that capability, don't you think?
There are legitimate needs for this ability. In my case I need it for automated testing. Nothing nefarious about it. I believe with the v3 security model the whole idea is to limit access to features like this to trusted 3rd parties. It seems like a reasonable way to manage the risk. Silent install is not a negative thing - it's used all over by OEM's installing software on their products, internal test harnesses, etc. It's just a tool that can be abused, but don't throw the baby out with the bathwater.
