control panel application

hi all ,
i know some basics of control panel application, like they hav .ctl extendion , they are stored in system/contorls folder.
I want to know where actually they are accesible.
like most of the applications are accesible from the application shell.
we can select and run from there only,

and in which mobile this feature is available..?

please help
