I'm going to post my freeware application to SymbianSign, so I read some SymbianSign FAQ. Here  some quotation:

Q. Why has Symbian launched Symbian Signed?
A. Symbian Signed is designed to promote best practice in Symbian OS applications. Although existing signing schemes exist (for example, ones run by Operators, application publishers and phone manufacturers), Symbian has worked to produce a unified, standard program backed by the major players in the industry. Multiple programs result in fragmentation which in turn results in extra costs for the industry and a more complex and expensive route to market for software developers. The single Symbian Signed scheme is a credible alternative to multiple individual schemes, reducing the cost and complexity of getting applications to market.

Q. What happens if my application fails the Symbian Signed test criteria?

A. If your application fails the Symbian Signed test criteria when it's being tested by Cellmania then the application will be rejected. You will receive a full report on the reasons for the failure(s) from Cellmania so that you can correct them. Note that before you submit your application you should have tested it against the Symbian Signed test criteria yourself, and in the submission phase you should have indicated that you have tested it against all tests and it has passed.

If your application fails it is at Cellmania's discretion whether they wish to test updated 'debugged' versions of the application; this helps encourage developers to ensure their applications pass Symbian Signed first time. Our guideline to Cellmania is to accept one re-test per failed application every six months - i.e. if your first submission fails, you have a second change to submit one corrected version within six months.   If that also fails, you have to wait six months before attempting to re-submit. This helps create a manageable number of applications to test and gives the entire community a chance at equal treatment.


What should developers think about symbian sign? Seems to Symbian fully in hands of mobile operators (only who needs that sign system).
