Such APIs have not been published. All functionality that exist in a mobile phone does not have a corresponding published API/interface for application developers.
Some APIs you can get by partnering with Symbian (Symbian Platinum Partner program + appropriate Symbian OS license).
Other APIs, e.g., those used in S60 by Nokia, you can get by partnering with Nokia.
Some APIs you cannot get either way, and you have to live without or rewrite or reverse-engineer the functionality (with whatever difficulties and headaches that entails).
