To develop s60 application on symbian mobile, which environment is better to use between vc6.0 and vs2005.net? Our company will buy only one tool. Please tell me your choice, thank you!

Which version of SDK are you targetting?
FYI there is free (Eclipse based) development tool too: Carbide.c++, which will support all versions of SDK's (from 1.x to 3.x).
Anyway you may check these threads:
Using VS 2005.
