MaoscOpenComplete not called on OS6.1

Hello,
I am writing a game (its a single threaded app, not exe) and when i use the stream to play a sound on my 3650 or my 6.1 emulator, nothing happens. MaoscOpenComplete gets called very seldomly and randomly, maybe 5% of the time. If i disable all game code, same results.

However, when i run my game on my 6670 (OS7) it runs perfectly all the time and makes me very happy.

this is very frustrating. Setting up the audio stream is very easy and doesn't leave much room for error. I'm not sure why this doesn't work on OS6.1. If anyone knows, or at least has suggestions as to where i can look for answers (i've combed the web quite thoroughly) I'd be very grateful for any help. Thanks in advance!
