Syimbian 9.1 Developer certificate - multimedia capabilities

What kind of developer sertificate requied to access multimedia capabilities in Symbian 9.1 (camera, OpenGL, sound, keys)
- level 1 (IMEI and registration), level 2 (ACS Publisher ID) or level 3 (phone manufacturer approval) ?
I'm getting mixed signals here - MultimediaDD listed as reqied type 3, but "local services" as type 1, and multimedia in 9.1 description tagged as "Application Services". Also what does "reading and writing user data" mean ? is it accses to application folder ?

I just want to post a similar question and find you have post this thread....

I surprise in 3rd edition SDK help. CMdaAudioPlayerUtility, CMdaAudioRecorderUtility, CVideoRecorderUtility and CVideoPlayerUtility need MultimediaDD Capability.   To get MultimediaDD Capability need approved by phone manufacturer, and I think it is not easy to get it.  Especial  CMdaAudioPlayerUtility, game application needs to use this API to play audio effect, why it needs this high Capability?

Or what I mis-understand, please tell me.
