DevKit license restrictions - developing for other OSes

Hi,

From what I understood, the DevKit license forbides one from developing on Linux, Windows mobile, etc. (competing operating systems).
Symbian fears IP would leak.

Question is, what are the alternatives?
The BAK (binary access kit) is too minimal - it doesn't contain all scripts and tools.
Is there anything between the DevKit and the BAK that can allow one to develop even kernel modules (drivers, extensions), with less restrictive license?

Ask Symbian (being a Symbian Platinum Partner is a prerequisite for getting a DevKit license, so the Platinum Partner folks should know): platinumprogram@symbian.com
