Google has announced the availability of Android Dev Phone 1. The phone is targeted at developers and allows to run and debug Android applications directly on a device as well as hacking and debugging the Android operating system. The Android Dev Phone 1 is carrier independent.

The phone is available for $399.00 USD and can ship to selected countries. You must be registered on Android Market to be able to buy the phone (that costs an extra 25$). Note that shipping to Europe seems currently quite expensive (183$ for France, making a total of 607$... I'll still continue with my FreeRunner for now).
