If you have
* checked that the UID you should use is really used in mmp, .rss and pkg files
* the UID is the same you applied from symbian signed
* and you are submitting from the same address registered with symbian signed, to the
and still it doesn't work, I suggest you contact symbiansigned.com, not newlc.com.

is there any other link to contact the symbian

He just says that if you are really sure you have used a UID that is yours, you should ask symbian signed or those "open-signed online" guys why they say that is the problem.
The error message is quite clear, they say that whoever registered the uid 0x102032be is not you (or more exactly not registered to the same email adress as the one you send your signing request from)
If you think they are in error, that is, If you know you send your signing request from the same email address as you used to request the UID, what do you think we here at NewLC could do about it?

Did you post it in the right sub forum?
This seems to be the official channel for symbian signed support requests: http://developer.symbian.com/forum/forum.jspa?forumID=54&start=0
If you don't get any answer there, I suggest you try dig up an email address to mail them directly, or try look through the yellow pages to call them on the phone.
Its kindof impossible for us on NewLC to give you any help on this...
