Title Background color

I am working on a j2me UI design project

I have two doubts:

1)Can I Set background for Title as in mobile UI designs-just check the following url where u can see Fscaler title with background blue color. How Can i set this in my application

2) I want to create menu icons as in mobiles- my doubut is whether the background image a custom item appended to form. Can u explain the steps to do this.

When i try i don't know how to load image in custom item using paint method which function to use etc.
