Symbian Calendar Private Synchronisation by default - Can it be changed?

When you create a new meeting via a Symbian device (for example E61; S60 3rd ed), the synchronization with be private by default.

1. Is it possible to change the default via the device itself?
2. Is there an associated registry key that can be change on the device to change the default?
