The SIM applications are not Symbian applications. Depending on who is the SIM card manufacturer, they would be Java (JavaCard) based, or C or C++ applications.
You need the appropriate tools from the SIM card manufacturer (GEMplus or whomever) + an operator agreement (or you have no chance of getting your apps put on the SIM).
