"Required access not granted" N95 installation problem

Can anyone help?

I am being driven mad by a problem I am having. I am porting an application from Symbian OS 8 to OS 9 using carbide c++ for eclipse on vista with a gcce build. I have checked that all the Capabilities I need are correct, The application only on needs NetworkServices. I removed TCB and AllFiles capability dependencies by making changes to the source code and made sure that there are now other manufacturer approved capabilities needed. I am not self-signing but requesting a dev certificate from Symbian signed. I seem to be doing everything correctly but sill can't get my application to correctly install without the error message "Required access not granted" is there anyone who knows how to get around this problem.
