Unfortunately you must go for either VS.NET + Carbide.vs or VS 6.0 or Borland C++ BuilderX (but not quite sure whether it's still available but it was free) if you really want an IDE to develop the application. Otherwise you could use any of the text editor with Symbian Tool Chain for your development. Here by Symbian Tool Chain refers to the bldmake, abld tools chains.

Is there any way to debug applications on 's60 v1.2 sdk for WINS' ?
This is the only v1.2 SDK available for download. As far as I know you can only use it with Cabride.vs + VS .NET 2003.
Windows XP :
VS .NET 2003 + Cabride.vs - OK
EPOC Emulator - does not start
Windows 98 :
VS .NET 2003 - does not support win 98
EPOC Emulator - OK
So I have to compile the application in Windows XP and the place in the emulator on Windows 98, but i can not debug this way.
