problem in building the Hello World example

hi,
i m trying to build helloworld basic application of series
3rd edition. when i build for WINSCW it gives no error but
when i build for ARM file it gives me error ::

1)unable to find the prefix file specified in the symbian target
preferance panel rvct0_0.h

2) unable to call the command line tool

Do you have the arm compiler ?? (Doesnt come free with the SDK for 3rd Ed.)

GCCE compiler would be there for you available to compile for device which comes with the SDK.
