i am afraid this is not possible. In Symbian there are Location Acquisition API, which provides you to get the location information but it does not use mobile number.. as such .. and it's possible to get the location on the same device on which the application is running, I mean it is not like you are running the application on your device and getting the location information of another device...
Well, I dont think there is any API..atleast AFAIK.
Think of it, if such a thing was available, it would breach the privacy of the person BIG-TIME. Would you want to be located by anybody and everybody(without even you knowing)..I guess your answer was 'NO'..well there goes
