Getting Capabilities for running MTM application.

I am trying to run the textMTM application on Sr60 3rd edition. It needs All-TCB capability.

So my question is, do I need manufacturer certificate to run it on the device and on emulator?

What is the procedure for gettting this type of certificate? And how much time does it take?
