Get location string from cell id

hi to all,
I have got cell id IMEI and IMSI numbers from mobile with help of CTelephony apis,
but i want location string .

I have read that for that platinum partnership is neededd with nokia.. still cant get clear about it.

Or is there ny other way to get string rather thn hex number?

I am also interested in getting an answer on this for 2nd edition fp2 s60 phones. I have seen some posts that says its possible but I think they are mis-stating the edition or fp. If a moderator or expert can put this issue to rest it would be greatly appreciated.

Also how did you get the hex number, what does it represent and which edition/fp did you obtain this on. If we can get the hex number I am sure there has to be a way to convert it to meaningful data. At least I hope there is.
