Controlling H/w resources [USB/CAMERA] on Nokia Devices[S60]

Is there any way to control hardware resources from APP level ? IS Binay Access KIT is required for the same? Assume we have all the capabilities with us in writing this kind of application.?
Does Nokia provide some device/Series specific SDK for controlling h/w resources?

Please HELP US.
