Controlling the scrolling 'buttons' in the CBA

Hi,

 Is there any way to control the scroling 'buttons' at the bottom of the screen (in the middle of the CBA) ?
 I mean the up and down arrow that sometimes appears at the bottom of the screen. There is somethings in the SDK about them, but only for lists.

 I would like to control them from within a CTextView control.
