You can download the 3rd Ed SDK from here:
S60 Platform SDKs for Symbian OS, for C++
The 3rd Ed SKD doesn't support Visual Studio 6 but it supports VS.NET 2003 if you are installing an Add-in, which is called Carbide.vs. You can download and get more details about Carbide.vs here:

The 3rd Ed SKD doesn't support Visual Studio 6 but it supports VS.NET 2003 if you are installing an Add-in, which is called Carbide.vs. You can download and get more details about Carbide.vs here: Carbide.vs 2.0.1.
