&lt;p&gt;They can. However as Symbian do not have an office on every High Street the route to being trusted is to buy a Publisher Id.&lt;/p&gt;

&lt;p&gt;The problem is with end users getting certificates &amp; signing code. Users find the need for this confusing, and do not understand that when they sign the code they are trusting the application with their personal data, to spend money on network access/phone calls/messaging/...&lt;/p&gt;

 <description>&lt;p&gt;What is happening with SymbianSigned ? The site has encountered a lot of difficulties since several months and I am just amazed to see how they cannot get rid of them.
