Telephony on S60 2nd edition

I need to used Telephony API in S60 2nd edition, and have application symbian signed.

Libraries are:

ETELMM, ETELBGSM, ETELAGSM

What of those libraries can be obtain legaly and used in application.
If yes, what is process in obtaining libraries ?

If those libs can not be legaly used, what is the other way?
