There is no public API's to query about a local device SDP database. Hope looking to the BTDiscovery example application with the 2.x SDK will help you to get the SDP entries of a remote device.

Check this API TBTServiceSecurity::SetDenied(), I'm not much sure whether this will help you or not.

good one but seriously , I need the phone to be discoverable by other devices but to ignore any connection attempts.

Open the Bluetooth set the phone visibility to Hidden. I don't know whether there is any public API to do this. By the way read the latest Bluetooth documentation from Forum.Nokia, it may be useful for you to update the latest changes.
