(No, you should use Series60 SDK 0.9 for the 7650.)

The differences between the different versions are pretty minor, so which one you start with doesn't really matter. Sooner or later, you'll probably want to make your code portable between a range of different versions/platforms.

its up to you..
if you write application for 6600 or 7650 (i expecially give these phones as example because these are the most popular symbian phones ), you should
use 2.0 or 2.1 series 60 SDK...
