The latest evolution of S60 3rd Edition, S60 3rd Edition, Feature Pack 1, introduces new features such as Firmware upgrade Over The Air (FOTA) and Push to talk over Cellular (PoC).
FOTA enables software upgrades to be performed over the air, initiated by either the user or operator.
POC brings “walkie-talkie” functionality to mobile devices without the limitation of distance.
In addition to these, Feature Pack 1 also provides enhancements to the browser, a flexible XML based framework for UI customization and improvements in performance.

Of course there is. How is it supposed to be used, either by Nokia or 3rd party, without an API :) Well, I guess you meant is the API public? Hard to say, but it is easy to check by downloading the SDK once it is available.
I'm more concerned about this new FOTA feature. Say someone makes a new firmware for malicious purposes and is able to infect this over-the-air to dozens of mobile phones. I'm sure this is prevented using digital signatures but still...
